There are now 18 cases in the Waikato.
There are also 2 cases in MIQ, and another case in a border worker that remains under investigation. Whole genome sequencing will determine if it is linked to the border or part of the community.
Only one of today’s cases is unlinked.
Four of yesterday’s cases remain unlinked.
They estimate an additional 36 cases in the coming days amongst household contacts.
There are 32 people in hospital – 7 are in ICU or high dependency wards.
Over 17,000 tests were processed across the country yesterday. In Auckland, there were over 13,000 swabs taken. There are 22 testing sites open in the Auckland region today.
Of the 18 cases in total in Waikato – 9 new today – are all linked to known cases either as household contacts or social contacts.
Two of them reside outside the level 3 boundary. Auckland DHB is setting up a pop up testing site in the region, in addition to the ones already running.
Waikato DHB said a patient visited its ED last Friday night between 10.30pm and 1.55am. This person has now tested positive for Covid-19.
They were asymptomatic on arrival and was screened by staff following level 2 protocols. A number of staff have been stood down to isolate and undergo testing.
Some staff working in different parts of the hospital are still being tested. Some will be able to resume work following a negative test today.
McElnay said it’s important people still get help when sick and said hospitals have strict safety measures in place.
The Ministry of Health is advising people to consider a shorter gap between doses.
This is to protect ourselves, family and friends. They need as many people as possible to have their first dose and be fully vaccinated.
The gap was extended to 6 weeks in August.
Now, by enabling people to have that second dose sooner, but after at least 3 weeks, more people can be fully vaccinated sooner, increasing our community immunity.
Hipkins said cases outside of the boundary are a stark reminder of how dangerous and tricky this virus is.
The goal is to vaccinate people before Covid finds them.
In Auckland, at least 85 per cent have had at least one jab.
Hipkins said the North and South Islands are close in the race to be the most vaccinated island. They’re both sitting at around 80 per cent with first doses.
The biggest and most powerful weapon we have to fight Covid is vaccinations. They reduce the risk of contracting Covid, getting severely ill, and transmission.
They’re safe, he said.
The elimination strategy has served us well so far, but the Delta variant has made it harder and the approach is changing.
Getting to zero cases in the community is highly unlikely.
Kiwis have shown, over the last year, they’re willing to “pitch in” and help. Hipkins said we need to challenge that energy in a big push for vaccinations.
He said we can be one of the countries with the highest vaccination rates.
He said to those who have had one dose already that their job isn’t done yet. They need to help get unvaccinated friends and family comfortable.
He encouraged people to discuss why they got vaccinated and help with logistic barriers.
“It has never been more urgent,” he said.
The nationwide push is happening on October 16 – Super Saturday.
On that day, vaccination clinics will be open all day and into the evening. Think of it as an election day.
Hipkins said they’re working to increase vaccination capacity, but they need demand.
Tomorrow, they’ll release maps showing where the highest unvaccinated groups are by suburb. This will help with the push to get more vaccianted. There will be a role for everyone to play.
Super Saturday is an opportunity for everyone to put aside political differences and work together for a cause they all support.
They’re also asking businesses, media and community groups to play a role.
They’re asking parents and grandparents to encourage younger Kiwis to get vaccinated.
The response as a nation has been world-leading so far, now we need a world-leading vaccine uptake.
“Let’s pitch in and let’s get this done,” he concluded.
Neither of them had precise figures for how many gang members are included in today’s case update.
Hipkins said some groups pose bigger challenges than others, but the focus is a public health one. It’s about contact tracing.
Hipkins said the number one priority is stopping Covid in its tracks and doing what they can to get in front of the virus.
He said he has no time for the gangs and no sympathy, but the focus is on stopping Covid.
It’s possible there are contacts out there they don’t know about. Positive cases are all accounted for, Hipkins said.
In Auckland L3 step 1, you cannot go to the toilet at a friend’s house if you are visiting to socialise outdoors, Hipkins said.
The person who died had been cared for at the hospital for some time. THe hospital would be providing wraparound support to the family, McElnay said.
Hipkins said it’s possible they would extend the Waikato level 3 boundary, but they need to confirm where it would extend to. This is being worked on, no immediate decisions have been confirmed.
The medical officer of health in the Waikato is confident the cases are all linked. McElnay said there’s a strong and clear link. Testing hasn’t uncovered any unlinked cases and wastewater testing is negative.
Pfizer sent a letter in June to a number of countries about their vaccine, discussions with NZ and the company began shortly after. Pfizer supplied a contract in July.
Hipkins didn’t think we were slow to get the vaccine.
He said, at that time, there were 200 different vaccines on offer and they had to make a decision to pre-purchase just a handful. They went with four.
Hipkins said the vaccines got to market quickly, which is good, this means the global pandemic can get under control faster than it otherwise would have.
It’s easy to look back now and say should we have done things differently, but the decisions made were based on information and advice at the time.
Hipkins believes the additional cases reported are contained and all linked. If they see more cases pop up that they weren’t expecting, that will change things.
They don’t need to make a boundary decision immediately, but in the next 24 to 48 hours if they feel like they should, they will.
They haven’t yet decided where the line will be drawn for vaccine certificate mandates. He said stadiums and large-scale events are likely to be included.
Hipkins said Covid has taken hold in some of our most disadvantaged parts of the community. The virus finds the most vulnerable and those unvaccinated, often those two groups are on in the same. He said that’s “absolutely” the experience here in New Zealand.
There have been a disproportionate number of people in certain communities that don’t trust the Government, so they have to take a different approach to encourage vaccinations.
Hipkins predicted rapid antigen tests will eventually be used in New Zealand in a number of settings.
Rapid antigen tests are good at detecting acute infection, but PCR test are still the gold standard. Hipkins said the former can give people some “false comfort”.
He said these stills will, however, become a bigger part of our response “fairly soon”.
Rapid antigen tests have been touted as quick alternatives that don’t require a laboratory analysis. Some can turn up a result in as little as 12 minutes.
They don’t have the details of the direction of transmission for the index case in Waikato. They don’t know which case out of two cases, is the index case, but they’re still classifying the Hamilton case as the index case.
Both cases have a “strong connection” with someone in Auckland, McElnay said.
Death at Middlemore
The Ministry of Health is sadly reporting the death of a patient at Middlemore Hospital. Further details will be available later today after discussions with their family. The Ministry would like to recognise the family’s loss and offer our deepest sympathies.
Hipkins said to avoid talking about needs with people who are scared of them. He said people should refer fence-sitters to health practitioners.
Don’t start by telling them off, experts say. Here are five ways proven to help your friends and whānau.
Auckland suburbs of interest
People without symptoms are asked to get tested if they live in any of the eight suburbs of interest.
Mount Wellington/Sylvia Park
Hipkins said feedback has shown the number of people who are staunchly anti-vax isn’t a particular number, most people hesitant are just saying they’ll get to it eventually.
They want to push the message that now is important, there’s an urgent need to get vaccinated now.
The person who went to Waikato Hospital ED didn’t present with Covid symptoms, they tested positive after and tracing confirmed their previous visit to the hospital.
Hipkins hadn’t seen evidence that the shift from level 4 to level 3 would’ve necessarily stopped the chains of transmission that have been detected.
It’s likely we’ll start transitioning to a new approach in the coming weeks, he didn’t have any details to announce today.
Hipkins said Portugal has about 98 per cent of its eligible population vaccinated. He said if they can do that, so can we.
Every vaccination helps and puts us in a stronger position, he said.
Countries that have transitioned out of restrictions have done so with lower vaccination rates. These countries have had to revert and go back to restrictions.
He’s looking at the likes of Ireland and Denmark who have had a slow and steady approach to its transition. That’s what we’re doing.
The Waikato level 3 boundary will remain under review. If the group with the cases isn’t contained, there could be an alert level shift in the region.
We’re “very, very slowly” beginning a transition away from elimination, Hipkins said.
Hipkins has been on calls almost every morning during this outbreak. He’s well aware of the nature of the outbreak and the reality that getting to zero cases is becoming unachievable.
Hipkins said they need to ensure people are staying with them. Alert levels only work if people comply, police can’t be everywhere. It’s been a strain so the changes in Auckland this week provide a little relief.
Hipkins said there’s a case under investigation in Whangarei, it’s not yet clear if they’re definitely a case. The person is based in Auckland, was tested in Whangarei and is back in Auckland.
Their result sits out of the CT value that determines a case, he said they are likely being retested.
Weak positive results like this pop up from time to time, they don’t usually report these publicly.
McElnay said there were never safety concerns with vaccinating at three weeks. She said if people are booked in for their second dose, and they’re just waiting for the 6 week mark, they can bring it forward.
She said New Zealand was unique with its 3 week gap first up, the 6 week gap was then later recommended.
These are not pivot points, she said, it’s a range. The technical advisory group said people can get the vaccine between 3 and 6 weeks. The 3-week gap is fixed.
They want people to have maximum protection, and that is done by being fully vaccinated.
Hipkins said they’re not moving away from elimination, the approach is still Covid zero, but as vaccination rates increase, the way we express zero tolerance changes.
Hipkins said he’s “optimistic” about the future.
And that’s it from Hipkins and McElnay.
