据北京市西城区疾控中心官方微博消息,10月9日,西城区委托第三方检测机构对进口冷链食品进行核酸检测,其中北京物美京门商贸有限公司西安门店的1件进口猪肉和龙眼、火龙果、脐橙、奇异果等4件进口水果涂抹混检的检测结果(10月10日报告)呈弱阳性。西城区立即启动应急响应机制,第一时间开展实验室复核、流行病学调查、相关物品与环境的采样检验、人员管控及环境消杀等处置工作。多批次采集水果和肉类样本,并扩大采集店内环境和相关人员样本,结果均为阴性。经核实,该批进口猪肉未销售。目前,该门店已暂停营业,相关产品下架封存。综合上述情况,经专家研判,风险较低。

UN says invest more to save nature
The global community must invest much more and raise the scale and speed of its pledges to protect nature and prevent species loss, a senior UN official said yesterday on the eve of a new round of global biodiversity talks. The first part of the twice-postponed “COP15” biodiversity negotiations begin in the southwestern Chinese city of Kunming today, with the aim of generating momentum for an ambitious post-2020 agreement to reverse decades of habitat destruction caused by human encroachment and climate change. David Cooper, deputy executive secretary of the UN Convention on Biological Diversity, told a briefing that ministers attending virtual meetings this week needed to show more ambition and give “clear political direction” to negotiators, who will thrash out a final deal in Kunming in May next year. Environmental groups say there is no time to lose when it comes to protecting habitats and slowing extinction rates, especially after governments failed to complete any of the 2020 biodiversity targets agreed in Aichi, Japan, a decade earlier. However, Cooper said the level of urgency was still not enough. “Currently, most countries are spending orders of magnitude more funds subsidizing activities that destroy biodiversity than we are spending on conserving it — this will have to change,” he said. The UN wants countries to commit to protecting 30 percent of their land by 2030. Cooper said that it was important all countries protected more of their ecosystems, but that would not be enough in itself to fix biodiversity loss, saying more commitments were required to manage the other 70 percent. He said the pandemic had injected new urgency into biodiversity protection, but warned that this was not yet reflected in “business-as-usual” post-COVID-19 stimulus measures.

Xi: Complete reunification is common will of Chinese people
Chinese President Xi Jinping said on Saturday that the Taiwan question arose out of the weakness and chaos of the Chinese nation, and it will be resolved as national rejuvenation becomes a reality. “This is determined by the general trend of Chinese history, but more importantly, it is the common will of all Chinese people,” Xi told a gathering in Beijing marking the 110th anniversary of the 1911 Revolution. National reunification by peaceful means best serves the interests of the Chinese nation as a whole, including compatriots in Taiwan, he noted. “Compatriots on both sides of the Taiwan Strait should stand on the right side of history and join hands to achieve China’s complete reunification and the rejuvenation of the Chinese nation,” Xi said. Xi described secession aimed at “Taiwan independence” as the greatest obstacle to national reunification and a grave danger to national rejuvenation. “Those who forget their heritage, betray their motherland, and seek to split the country will come to no good end,” he said, adding that they will be disdained by the people and condemned by history. The Taiwan question is purely an internal matter for China, one which brooks no external interference, Xi noted. “The complete reunification of our country will be and can be realized,” he stressed. Starting with gunfire in Wuchang, now part of central China’s Wuhan City, on October 10, 1911, the national democratic revolution launched by Chinese revolutionaries represented by Dr Sun Yat-sen brought down the Qing government and brought about the establishment of Asia’s first republic. The revolution “helped to greatly liberate the thinking of the Chinese people, spread the ideas of democracy and republicanism, and opened the floodgates for progress in China,” Xi said. It triggered a social transformation in China and led to the search for a path to national rejuvenation, which has been the greatest dream of the Chinese people since the Opium War of 1840. The gathering, Xi said, was meant to commemorate the historic exploits of revolutionary pioneers like Dr Sun Yat-sen, to emulate and carry forward their lofty spirit of working with an unshakable resolve to revitalize China, and to inspire and rally the sons and daughters of the Chinese nation at home and abroad to work together to realize the rejuvenation of the Chinese nation. Expounding on what the past 110 years have shown to the Chinese people, Xi said to realize national rejuvenation, the Chinese people must have a strong force to lead them forward, and that force is the Communist Party of China. “The past 110 years have shown us that to realize national rejuvenation, the path we take is of fundamental importance. Socialism with Chinese characteristics has proven to be the only correct path,” Xi said. To realize national rejuvenation, the Chinese people must rely on their heroic efforts, and the people and nation must stick together through good times and bad and rely on their strong unity to overcome all risks and challenges on the road ahead, Xi said.

Crypto mining added to list for investment ban
China has added cryptocurrency mining to a draft list of industries in which investment is restricted or prohibited, a document released by the state planner showed on Friday. The “negative list” details sectors and industries that are off-limits to both Chinese and foreign investors. Regulators in China banned cryptocurrency trading and mining this year, with the country’s central bank vowing to purge illegal cryptocurrency activities last month. The state planner also said it was halting the investment of “non-public” capital into a variety of publishing activities, including live broadcasts, news-gathering, editing and broadcasting entities and the operation of news. Non-public capital cannot be involved in the introduction of news released by overseas entities or summits and award selection activities in the field of news and public opinion, the National Development and Reform Commission added. The draft 2021 list of industries in which investment is either restricted or prohibited has been cut to 117, the NDRC said, down from 123 in 2020.

About 94m affected by natural disasters
Natural disasters affected about 94.94 million people in China over the first three quarters of this year, with 792 dead or missing, the Ministry of Emergency Management said yesterday. About 5.26 million people were relocated to safe places during the period, the ministry said. Destroying houses and damaging crops, natural disasters caused direct economic losses of 286.4 billion yuan (US$44 billion) during the January-September period. Extreme weather-triggered disasters caused heavy losses. China experienced extremely heavy rainfall 39 times in the first three quarters, leading to floods and road waterlogging, especially in the provinces of Henan and Shaanxi. Earthquakes, typhoons, droughts, snow disasters and forest fires also caused damage to various extents.

Coal imports keep north railway port busy
A RAILWAY port on the China-Russia border has boosted coal imports to meet the rising demand from power producers and heating suppliers in north China. The railway port of Suifenhe, in northeast China’s Heilongjiang Province, saw 36,600 tons of coal imported from Russia during the National Day holiday from October 1-7. The daily average volume of coal imports reached more than 5,000 tons, up 20.9 percent compared with the average level in the first three quarters of this year, according to the Suifenhe railway station. The station has optimized the process of imported cargo transportation, such as loading and unloading operations, to improve transportation efficiency. Dust suppression measures have also been adopted to protect the environment during transportation. Thermal power still takes up a large share of China’s energy output, accounting for about 70 percent of its power generation. The upcoming heating season has added pressure to the power supply in north China. The country is making all-out efforts to ensure power supply after outages halted factory production.

Over 120,000 evacuated as nonstop rain floods Shanxi
More than 120,000 people have been evacuated after continuous downpours triggered floods in north China’s Shanxi Province, authorities said yesterday. The floods have disrupted the lives of 1.76 million residents from 76 counties, cities and districts, according to the provincial department of emergency management. Some 190,000 hectares of crops were damaged and more than 17,000 houses collapsed, the department said. Emergency management departments of various levels have allocated 4,000 tents, 3,200 folding beds as well as cotton clothes and quilts for disaster relief. The provincial meteorological bureau said more rains are yet to come in the southern part of Shanxi, with temperatures expected to drop drastically. The provincial authorities have earmarked 50 million yuan (US$7.8 million) to support the flood control and relief work. Zhang Jinye, from the rural area in the city of Hejin, is among the 200-plus villagers who have been evacuated to a nearby primary school. Classrooms are equipped with air conditioners, hot water, TV sets and beds. “Even the quilts were ready when we arrived,” said Zhang, 60. On Saturday, the China National Commission for Disaster Reduction and the Ministry of Emergency Management jointly activated a Level-IV emergency response to floods in Shanxi. The province has also issued a Level-III emergency response for natural disasters. China has a four-tier flood-control emergency response system, with Level I being the most severe. Located on the eastern end of the Loess Plateau, the coal-rich province is usually dry. However, the average precipitation of the province reached 119.5 millimeters from 8pm on October 2 to 8am on October 7 this year, three times the normal average rainfall for October in previous years, according to the provincial meteorological bureau. A total of 63 national weather monitoring stations in the province saw the accumulated precipitation figures reach record highs. Along the lower reaches of Fenhe River, a tributary of the Yellow River, China’s second-longest waterway, the maximum flow of water reached 1,100 cubic meters per second, the largest flood peak in nearly 40 years. This caused a dyke to breach on a river section in Hejin, in the city of Yuncheng, at 7am on Saturday. The repair operation is still underway. The peak floodwaters from the Fenhe River passed into the Yellow River on Saturday, but the water levels on the tributary are still high, according to the water affairs bureau of Yuncheng. Heavy rains have also damaged a 25-meter wall section of the ancient town of Pingyao, a UNESCO world heritage site famous for its well-preserved ancient architecture. Continuous downpours are the biggest threat to open-air clay architecture with a history of 2,700 years.

China has made continuous efforts on shoring up weak links in the financial regulatory system in the face of new challenges posed by financial technology, Yi Gang, governor of the People’s Bank of China, has said. Proper firewalls should be set up to forestall the cross-sector and cross-industry transmission of financial risks, Yi told a conference of the Bank for International Settlements on regulating big tech. He also urged disconnecting improper links between financial information and business information to prevent monopoly in the closed-loop of data, network and financial activities. In recent years, China has seen continuous innovation in fintech, lowering costs and enhancing the efficiency of financial services in the country. For instance, supported by large technology firms, the penetration rate of China’s mobile payment services has reached 86 percent. Moreover, the digitalization of credit services helps to better meet the financing needs of small and micro companies, according to Yi. However, the governor noted that the development of fintech has also brought new challenges, including conducting financial business without licenses, launching unfair competition by abusing market dominance and the excessive collection of consumer data. China will continue strengthening the payments supervision. Measures should be taken, including advancing the regulation of financial holding companies, as well as exploring more convenient data transactions and more reasonable data use, on the basis of ensuring privacy and data security, Yi said.
