Prime Minister Jacinda Ardern said Cabinet has decided to update mask mandates for the country as Omicron cases in the community increase.
Today, 10 new Omicron cases were reported and the variant has appeared in Tauranga after earlier being detected in Auckland and Motueka.
Masks must now be worn at businesses which serve food and drink, the PM said.
In practice, diners will now be asked to wear masks when getting up from a table to use the bathroom.
“We’re also now requiring that a face covering be an actual mask,” Ardern said.
This means the use of T-shirts pulled up over the mouth or other haphazard measures will be discouraged.
Children on publicly-funded school trips will be required to wear face masks, Ardern added.
“These adjustments will slow the spread of the virus.”
The new rules take effect on Thursday, February 3.

Cabinet met today to discuss the Omicron outbreak in NZ, Ardern says.
Ardern is giving an overall status update on the situation.
To date, 29 community cases associated with the Omicron cluster have been identified in NZ. Officials are yet to establish links to a border-case.
Nearly 60 per cent of eligible NZers have now had their boosters.
Ardern has again urged people to get their booster shots. DHBs are on track to complete their booster programmes within aged care facilities within the next week, Ardern says.
Cabinet has agreed to enhance mask protocols at the red setting.
Masks must now be worn at food and drink businesses, and close-proximity businesses at red.
Face coverings now need to be “an actual mask” – no more scarves, bandannas or t-shirts pulled up over faces.
Children need to wear masks on transport as well as schools, Ardern added.
The changes around masks that Ardern is outlining will come into place in 9 days time to allow businesses to prepare.
Masks play a significant role when done right, Ardern says.
Tomorrow, the Government will outline the three-stage plan around dealing with Omicron.
Rapid Antigen Tests will be used to help our work forces, Ardern says, outlining new details. However, PCR tests are still best, and testing/ surge capacity is being increased in this area.
More than 40 million tests will be available over a 5 week period, Ardern has outlined, noting that there is strong demand overseas for them.
RAT tests will remain to be available to the critical workforce in NZ.

Ardern and Bloomfield are now answering some media questions.
Bloomfield says they’ve been working for some time around accessing supply of rapid antigen tests. We have 14.6m confirmed delivery, he says.
We are asking people to use face masks because these are more protective than scarves and bandannas, Ardern says.
Bloomfield added that they’re not going to be recommending N95 masks for the general public because these are expensive for people. However, if people choose to use these masks, there will be advice coming out about how best to use them.
Ardern says the ministry is providing guidance for New Zealanders on this.
In response to a media question, Bloomfield says he has asked for advice from the technical advisory group around the booster interval, he added that NZ does have a shorter period which is 4 months between the 2nd dose and the booster dose.
Back on RATs, orders have been in for months. It’s not so much the orders, it’s confirmation of delivery that’s important here, Bloomfield says. Ardern added that there is also a shelf life to keep in mind around these tests.
A ‘test to return to work regime’ will likely be in place amid the Omicron outbreak and regarding people isolating, and the Government will share more details on this tomorrow, Ardern says.
Isolating people has served us well to date regarding reducing spread, Bloomfield said.
The Government will be working with employers regarding rapid antigen tests and their staff safely returning to work, he added.

Question about the border – no changes have been made to the border-self isolation rules that were set out last year. The first phases of this are scheduled for February. Ardern said they are still cautious in this area.
“Cabinet has made no decisions” regarding any changes to the border or dates previously set.
Looking overseas, there’s good reason to remain cautious and remain careful around our reopening she says, referring to our health system coping with cases.
On boosters
Today, we’ve seen a big jump regarding boosters and the arrival of Omicron, Ardern noted. (Yesterday was out biggest day for boosters yet).
Bloomfield says they’re not planning a big booster vaxathon sa such, but there are important messages being shared around boosters.
“2 doses for Delta, 3 for Omicron,” Ardern says. Booster doses are so important to keep people out of hospital, she added.
Officials are looking at booster shots for 5-12 year olds, including looking at the technical advice overseas. In the US, there’s emergency approval for Pfizer taking place, he said.
“We are the decision makers” Ardern said in response to questions around a recent incident with her van. She explained that she, and media too, are at the forefront of sharing decisions made, and the public let them know how they feel about these decisions made.

Because rapid antigen tests can give false positives and false negatives, it’s best they’re used in approved, critical settings rather than widespread in households. PCR tests remain the main method used here.
“People who need a test will be able to access a test,” Ardern says.
Rapid antigen tests are tests. It doesn’t stop you from getting Omicron. But mask use, social distancing, boosters are all measures to help look after our collective workforce and the Government has outlined important advice around these measures so people are safe.
The Government’s job is to make sure people are protected, and they’re doing that, Ardern says.
Antivirals – where are they?
Ardern says they acted quickly around advance purchase agreements for antivirals.
Bloomfield says we’re interested in two oral antiviral drugs and we have orders in. MedSafe has some of the data needed, but there’s still work and assessments to be done in this space.
Even in the US, supply of one of these drugs is coming through quite slowly, he says.
