PRESIDENT Xi Jinping said yesterday China will steadfastly advance high-level opening-up. Xi made the remarks while addressing the opening ceremony of the fourth China International Import Expo via video. Pledging further efforts to shorten the negative list for foreign investment, Xi said that China will expand the opening up of the service sectors, such as telecommunications and medical care, in an orderly manner. China will revise and broaden the catalog of industries where foreign investment is encouraged, channeling more foreign investment into areas including advanced manufacturing, modern services, new- and high-tech, and energy conservation and environmental protection, and directing foreign investment to the central, western and northeastern regions of China, Xi said. The country will release a negative list on cross-border trade in services in pilot free trade zones. He also noted that China will be deeply engaged in international cooperation in areas including green and low-carbon development and digital economy, and actively promote the country’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership and the Digital Economy Partnership Agreement. Xi also expressed concerns over the decline of an index on world openness and the weakening global consensus on opening-up in the past decade. He said economic globalization is faced with headwinds amid global changes and a pandemic both unseen in a century, as well as rising unilateralism and protectionism. The president called for grasping the prevailing development trend of economic globalization, supporting all countries in further opening up, opposing unilateralism and protectionism and pushing for a brighter future for humankind. China will steadfastly uphold true multilateralism, Xi said. The multilateral trading system with the World Trade Organization at its core is the cornerstone of international trade, he said. China supports the reform of the WTO in the right direction, the inclusive development of the multilateral trading system, and the legitimate rights and interests of the developing members, Xi said, adding China has fully fulfilled the commitments it made when entering the World Trade Organization in 2001. Since 2001, more than 2,300 laws and regulations have been abolished by the central government, and over 190,000 by local governments, Xi said, adding that the move has injected vitality into the Chinese market and society. China’s overall tariff level has dropped to 7.4 percent from 15.3 percent in 2001, lower than the 9.8 percent the country promised when entering the WTO. Over the past two decades, the global ranking of China’s economic aggregate has risen to second from sixth place. Its ranking of trade in goods has risen from sixth to first, while that of its trade in services has jumped from the 11th to the second. China leads developing countries in terms of the actual use of foreign investment while its ranking of direct outbound investment has jumped to the top of the world list from 26th place, he said. China will develop “Silk Road e-commerce” as part of the country’s efforts to share market opportunities with the rest of the world. The country will promote the integration of domestic and foreign trade, and accelerate the building of designated cities into international consumption centers, Xi said.

China tightens curbs as new cases at 3-month high

CHINA’S new locally transmitted COVID-19 cases spiked to a near three-month high yesterday and tighter curbs to contain the spread are expected. The National Health Commission confirmed yesterday 93 new local symptomatic cases for November 2, up from 54 a day earlier and the highest daily count since August 9 at the peak of China’s last major outbreak. Beijing reported nine new local infections, the biggest one-day increase in the capital this year. Temperature screening has been set up at entrances of shopping malls, supermarkets, hotels, cinemas and subway stations, while a legion of personnel on the ground checks the health codes of individuals on their mobile phones. The Beijing government has repeatedly told residents to refrain from traveling out of the city, postpone weddings, simplify funeral arrangements, and cut back on all non-essential gatherings. Of the flights scheduled at Beijing Daxing Airport yesterday, 60.4 percent had been canceled in the morning, while 49.8 percent of flights at Beijing Capital International Airport had been scrapped. Air China is offering free cancellations for flights to and from Beijing until December 1. Sales of railway tickets from Beijing to 123 stations in 23 medium- or high-risk regions were halted, according to a press conference yesterday. Children in two schools were quarantined after a teacher was found to be infected. Another 16 schools were shut since their staff members might have been present at the vaccination venue where the infected teacher recently received a booster shot. The flare-up has been affecting 16 of China’s 31 provincial-level regions, including Sichuan and Yunnan. Outside of Beijing, new local infections were reported in the north, northeast and northwest in provinces and areas including Heilongjiang, Hebei, Gansu, Inner Mongolia, Ningxia and Qinghai. Chongqing, a municipality in southwest China new to the latest outbreak, initiated mass testing overnight. Changzhou, a city in Jiangsu province, has halted schools effectively on Wednesday for at least three days as students turn to online classes. Carriers including China Southern Airlines, Air China and China Eastern Airlines are offering free cancellations for flights to and from some COVID-hit cities including Chongqing and Chengdu. Inclusive of cases imported from overseas, China reported 109 new confirmed infections for November 2 compared with 71 a day earlier. One new suspected case arriving from outside the mainland was reported in Shanghai and no new deaths from COVID-19 were reported on Tuesday.

Aircraft designer, scientist honored

AIRCRAFT designer Gu Songfen and nuclear expert Wang Dazhong were awarded the State Preeminent Science and Technology Award, China’s top science honor, yesterday. They received the prize for their outstanding contributions to scientific and technological innovation during the National Science and Technology Award Conference at the Great Hall of the People in Beijing. Born in 1930, Gu is a renowned aircraft designer, founder of aircraft aerodynamic design and an aviation strategy scientist. He established the country’s aircraft aerodynamic design system, pioneered the independent development of fighter aircraft, and continued to carry out aviation strategic research, making a significant contribution to China’s aviation science and technology. Gu now serves as a senior consultant at the Aviation Industry Corporation of China and as honorary dean of the Chinese Aeronautical Establishment. Born in 1935, Wang is a distinguished scholar and strategic scientist in international nuclear energy. He has been committed to developing advanced nuclear energy systems with inherent safety features. He has helped China make great leaps in the development of high-temperature gas-cooled reactor technology, laying an important foundation for the country to step into the forefront globally in the field of advanced nuclear energy. Besides the top science award, the conference also honored 264 projects, with 46 winning the State Natural Science Award, 61 the State Technological Invention Award, and 157 the State Scientific and Technological Progress Award. Eight foreign scientists and one international organization received the China International Science and Technology Cooperation Award.
